City council passed a resolution Tuesday that asks city staff to outline a plan for the upgrade of Blake Avenue to a Class A street.
Ward 3 Coun. Matthew Shoemaker penned the motion, asking for the details of what the project would entail and how much it would cost. He wants the project to be considered in the city’s Capital Transportation Plan.
At their last meeting, city council nixed a plan that would see the extension of Sackville Road begin in 2021. Instead, city council chose to move forward the sewer project on MacDonald Avenue and consider moving forward other priority projects on its five year list.
Shoemaker wants staff to complete this report and, depending on the results, may ask city council consider this project as one of the Sackville Roads replacement projects.
“This is a project that also helps ease the congestion on Great Northern Road at a fraction of the cost,” Shoemaker told city council on the zoom meeting.
He hopes that some of the funds freed up from the discarded Sackville Road project can be used to help this portion of Great Northern Road.
Ward 2 Coun. Luke Dufour, who seconded the motion, said that at this time, only a report is being requested and sometimes there are issues that prevent a road from making the prioritization list.
Mayor Christian Provenzano warned council that he doesn’t want council to move projects forward and back on that prioritization list because he believes that is staff’s responsibility.
“We need to be careful not to move projects all around because it can become very political,” he said.
However since the resolution only requests a staff report at this time, he will support it.
It’s unknown what exactly will be required to move the project from a Class B to Class A road. The sanitary and sewer conditions under the road will also be considered but CAO Malcolm White said he did not know the specific conditions of that road.
For years businesses on Great Northern Road have been acquiring properties on Blake Avenue to widen their lots and provide access to their customers as an alternative exit on Blake Avenue.

In response, neighbours have raised concerns about increased traffic and safety issues as the parallel Blake Avenue is a Class B road with ditches and without sidewalks.

Council rejected a planning application in 2019 from a Great Northern Road business owner who wanted to access Blake Avenue for his patrons.
Shoemaker notes that council’s reasoning behind the rejection was that it would be better to allow the access when Blake Avenue was upgraded to a Class A service. He believes now is the time to upgrade the roadway.
